Any time the heat sinks on a device are fully symmetrical our experience is that the fluid flow direction is not critical. In the case of the BitMain AntMiner S21 Miner we have found it can be immersed with the fluid flow in either direction. However, you need to pay attention to the direction that the PSU fans are operating. While it is often easy to remove the fans from a mining device or server, it is often impossible to stop the fans from rotating on the PSU. In fact, many PSUs will not output power unless the fans are rotating at a minimum rotational speed, which is why in some cases you may need to remove blades or drill large holes in the PSU's fans to allow them to rotate faster in fluid so they get up to the minimum operating speed for them to output power.
The reason the PSU rotation direction is important is that you do not want to suck hot fluid from the top of the tank back into the PSUs as this will cause them to overheat.
Our recommendation for the S21, unless you use an updgraded immersion PSU that has no fans, or you remove all the blades on PSU fans, is to seat the S21 in the tank with the fluid flowing in the same direction as the PSU fans are rotating to eject the fluid from the top of the PSU in the direction that the fluid is flowing through the miner.
