Thermal conductivity of a coolant fluid is a function of the fluid's temperature, and is independent of flowrate. You should plan for a flowrate of 2 liters per minute per miner in your system. To calculate the heat transfer efficiency of a dry cooler, you'll need the fluid temp, air temp, both fluid and air flowrate, thermal conductivity and heat capacity of the fluid at the operating temp.
