We use ASTM Method D1816 to measure dielectric strength; with typical values of 60 KV. This method uses a 2mm electrode gap distance, which is equal to 0.08 inches. This gives a value of 750 v/mil.
Dissipation Factor (tan-delta of phase loss angle) is measured via ASTM Method D924. This value is a function of temperature; standard temperatures for measurement are 25 and 100C, and are expressed as percent. Typical values for ElectroCool EC-100 are 0.01% at 25C.
