If I am only submerging the GPUs of a mining rig, should I use EC-100 or EC-130

Both will work fine, but EC-100 has a lower viscosity and therefore better heat transfer efficiency. EC-130 is made for applications at higher temperatures, which need an extra margin of safety against fire and explosion.
