The fans on the PSU must be turning for the PSU to operate correctly. Most PSUs except for ones designed specifically for Immersion Cooling require that the fans be rotating. If they are not, then the PSU controller prevents the PSU from delivering current.
In general its not necessary to spoof the PSU fans just let them run in BitCool, they use little energy and the trouble of dismantling the PSU is often not worth the trouble.

This sounds like it's a BIOS or software problem. Shutting down the miners by "pulling the plug", so to speak, may have made the miners think that there's a power outage, so they went into protective mode.

Most modern PSUs monitor the fan rotational speed and if it is not spinning at a minimum RPM they will either not start up or will shut down. If you remove the fans entirely, then the PSU controller doesn't sense any feedback from the fans and then will shut down. If you fan only has a two wire interface (which is unusual) that likely means the PSU either doesn't monitor the fan speed at all or they are monitoring power draw. An easy way to check is to run the miner in the tank but with the PSU out of the Dielectric and see if the miner runs, then submerge the PSUs and see if it shuts down. If it does you can either replace the PSU or another option is to cut off some of the fan blades to reduce the friction of the rotating fan which will allow the fan hub to spin faster.
